Mr Aftab Baloch retired from Federal Government Service as Chairman, Export Processing Zones Authority (EPZA) BS-22 of Secretariat Group on attaining the age of superannuation on 26th December 2014.
During his career, Mr Baloch held various important offices: Advisor in Charge Federal Tax Ombudsman Secretariat Regional Office, Karachi; Director General, Pakistan Manpower Institute, Islamabad; Additional Secretary in the Cabinet Division; Customs, Sales Tax and Federal Excise officer of Federal Board of Revenue; Additional Secretary in the Ministry of Finance (Internal Finance & Investment Wing), Islamabad; and, Employee of Government of Pakistan | Federal Board of Revenue (formerly known as Central Board of Revenue).
Also, Mr Baloch had been on various diplomatic assignments such as he attended the GCC countries meeting on legislation of tobacco in Riyadh, Kingdom of Saudi Arabia from 11th to 14th October 2010 being expert on tobacco taxation from the Government of Pakistan side; contributed from Pakistan in the compilation of WHO Technical Manual on Tobacco Tax Administration which was published in 2010 by the World Health Organisation; nominated by the Government to represent Pakistan in the INB-4 Meeting under FCTC, WHO, Geneva (Switzerland) from 14th to 21st March 2010 being the expert of the FBR on the excise taxation on cigarettes; remained as Minister (Trade), Embassy of Pakistan at Moscow (Russian Federation), from 2005 to 2008 with accreditation to Belarus, and so on.
Moreover, he has extensive research experience. He is the author of the article ‘The Pakistan tax stamp and Track & Trace System Success or Failure” published in International Tax stamp and traceability news, UK, July 2022 issue. Another article, titled as ‘An interview with Pakistan Revenue Authority” published in International Tax stamp and traceability news, UK, September 2022 issue. He is the co-author of a report on the Economics of Tobacco and Tobacco Taxes in Pakistan, published in May 2014 by Bloomberg Philanthropies and the Bill and Melinda Gates Foundation, USA, as part of the Bloomberg Initiative to Reduce Tobacco use.
