ABOUT CLD
The Centre for Legislative Drafting (CLD) at the Society for Law and Development is Pakistan’s pioneer institution in private sector offering exclusive services for legislative drafting. CLD is led by a team of renowned jurists, legislative drafting experts and policy makers who have an extensive and long-standing experience in the field of drafting legal instruments for both public and private sector, bilateral and multilateral organizations, corporations, companies and non-for-profit organizations. The CLD experts have contributed to draft a number of principal as well as sub-ordinate legislation. Some of their legislative drafts which are now laws of the land can be found here.
CLD SERVICES

Legislative Drafting
- Drafting new legislation including government or private member Bills.
- Reviewing existing legislation and propose amendment Bills.
- Drafting amendment Bills.
- Reviewing international legal instruments including Declarations, Covenants, Conventions and Treaties and proposing national and provincial legislation in accordance with obligations of the State.
- Reviewing conflict of laws and proposing legislative solutions.
- Reviewing multiple legislations on a given subject and proposing consolidation of laws including Acts, Ordinances, rules, regulations etc.
- Drafting subordinate legislation including rules, regulations, standard operating procedures and internal instructions.
- Drafting institutional polices, by-laws, standing instructions, agreements and other legally binding instruments.
Legislative Assistance
- Assisting Parliamentary Committees and Committees of Provincial Assemblies for smooth passage of referred Bills.
- Presenting legislative proposals before the relevant bodies including government departments or technical committees on behalf of our clients.
- Undertaking legal research for preparation of policy document on behalf of the government, Parliament or private organisation before drafting of Bills.
Legislative Advice
- Advice on legislative competence of the Parliament and Provincial Assemblies.
- Advice on the process of legislation of Parliament and Provincial Assemblies.
- Advice on legislative competence of the executive including government departments, attached departments, autonomous/semi-autonomous bodies, regulatory bodies etc. on framing and enacting of subordinate or delegated legislation i.e. rules, regulations, bye-laws, orders, instructions, SROs etc.
- Advice on the nature, scope and purpose of parent legislation and its delegated/subordinate legislation.
- Advice on issues of conflict of laws enacted by the federal and provincial legislatures.
Advice on the interpretation of laws.
Capacity Building
- Conducting training on legislative drafting of the members of Parliament.
- Conducting trainings of stakeholders including government servants, law enforcement agencies, judicial officers, prosecutors, lawyers and civil society on interpretation and application of new laws.
- Conducting awareness sessions, consultation workshops and seminars on legislative proposals.
