She serves as a Global Human Rights Fellow at Harvard Kennedy School, affiliated with the Carr-Ryan Center for Human Rights, where her research focuses on the intersection of law, religion, and gender identity in Muslim-majority contexts.
With over a decade of experience, Nayyab has emerged as a key expert in law and development, particularly in designing rights-based legal frameworks that bridge constitutional law, Islamic jurisprudence, and international human rights standards. She played a pivotal role in drafting Pakistan’s landmark Transgender Persons (Protection of Rights) Act, 2018, and has since contributed to multiple national legislative frameworks, provincial policies, and institutional guidelines that have shaped inclusive governance in Pakistan.
Her expertise lies in translating complex legal principles into actionable policy instruments. Her work uniquely positions her at the intersection of comparative constitutional law, Shariah-based legal interpretation, and development policy, making her a valuable resource for academic and policy institutions alike.
Nayyab has advised multiple ministries of the Government of Pakistan, as well as international organizations including UNDP, on legal reform, gender-responsive governance, and inclusive policy design. She is also the Executive Director of Transgender Rights Consultants Pakistan, a pioneering institution focused on legal advocacy, policy innovation, and institutional reform.
In her role as Incharge of the Transgender Protection Unit and Additional Incharge of the Gender Protection Unit at Islamabad Police, she has operationalized legal frameworks into practice, developing SOPs, training manuals, and accountability mechanisms that have transformed law enforcement engagement with marginalized communities.
She is the recipient of several prestigious international awards, including the Franco-German Prize for Human Rights and the Rule of Law, the GALAS International Activist Award, and recognition as a finalist for the UNDRR WIN DRR Award. Nayyab has represented Pakistan at high-level global forums, including CHOGM and UN processes, and is widely recognized as a thought leader and expert speaker on law, development, and gender justice.
As an Indigenous Khawaja Sira (Hijra), Nayyab Ali brings a unique integration of lived experience, academic scholarship, and policy expertise.
