Umer has extensive experience in Civil and Constitutional Litigation, Legal advice, Corporate and Regulatory compliance, Telecommunication, Legislative drafting, drafting and vetting of Joint Venture Agreements and Energy Laws. He represented both Public and Private claimants, defendants in various cases before High Courts, Special Tribunals, District courts, Service Tribunal and civil courts to seek rights and protection.
Umer while working as Consultant of Ministry of Law and Justice also assisted Law Reforms Committee of the Cabinet constituted by the Prime Minister of Pakistan to review and propose amendments in the existing law in addition to drafting of fresh legal instruments.
While working with Law Reforms Committee he has drafted many bills, ordinances and policy briefs for placement before Cabinet or the Prime Minister.
Umer had also been involved and Conducted research in legal, social and security topics and contributed in internationally circulated research reports. He has advised on various contractual and corporate issues between Government departments while working as Consultant with Ministry of Law and Justice inter alia vetting Petroleum concession Agreements, Gas Supply and Purchase Agreements, Gas Pricing Agreements, Power Purchase Agreements and formation of Power Generation Policy and Corporate Governance Rules including, a) Payment of Royalty by the Exploration and Production Companies, post devolution issues in petroleum sector; b) International Sukuk bonds, c) water usage charges dispute between Government of Pakistan and Government of AJ & K, d) Power Generation Policy, e) corporatization of public sector enterprises, f) Corporate Governance Rules, 2013, g) legal vetting and examination of Finance Agreement, Service and Procurement Agreements, Power Purchase Agreement, Grant Agreements, and Bilateral Investment Treaties.
